Noa Mills was Miss Delaware USA 2023

Noa A. Mills is a 25 year old multifaceted and dynamic doer. Professionally, Ms. Mills is a partnerships implementation specialist who partners with high level CEOs, executives and behavioral health giants responsible for the establishment and sustainability and growth of partnerships for the largest healthcare providers across the country specializing in substance use recovery.

Noa is one of 5 children born to her parents Dr. David and Bernadette Mills who taught her the value of service to others as pastors and community focused leaders. This is where she’s found her love for serving others.

Outside of the office, Noa has devoted her life to philanthropy and spreading a message of unlimited female accomplishment having established her organization “ReThink Edu” focused on the advancement of societal education resources in 2018 at the age of 20. Noa has been instrumental in serving her community and the state of Delaware.

She has been privileged to receive the Governor’s outstanding service award for 2021 for the State’s top community contributing businesses. Some of her most notable contributions being Delaware regulation 615, 2.0, in which she wrote, advocated for and passed legislation in Delaware making it mandatory for all schools to provide students and their guardians with mental health resources, The Noa A. Mills Annual Scholarship, The Noa A. Mills community clean up service project, commemorated by the state with a highway sign, and even taking her no ceilings message with her as the reigning Miss Delaware USA 2023.

Noa also is no stranger to business, as the daughter of two serial entrepreneurs, she has been invited to be apart of many relational and partnership development teams for various startups such as “Google TechStars”, Future Founders of Wilmington, DE and is one of the youngest invited “Aspen Ideas: Health” Fellows due to her knowledge and value of contributions to organizational processes.

Noa is also a two-time published author with Barnes and Nobles and a member of multiple communities and organizations like Alpha Kappa Alpha Sorority Inc., the Miss USA/Universe Organization, and Forbes the Culture.

With a focus on showcasing female achievement, positioning excellence as a standard, and removing the limitations, boundaries and ceilings off of the mindsets of the generation coming behind her, it is her hope that her example gives others permission to think, be and achieve big.
