Miss Teen USA 2004 Miss District of Columbia Teen USA 2004 Notes Nicole was the eighth former Miss Teen USA delegate, and the fourth from the "Class of 2004" to win a Miss USA 2009 state title. This is only the third time (ever!) that four girls from the same Teen year will be competing in the same Miss USA pageant. She is the third Miss DC Teen USA to win the Miss DC USA title. The last DC Teen USA to win the Miss title was Tiara Dews, who was Nicole's "sister" titleholder in 2004. She is only the second titleholder in five years to have previously competed in the Miss DC USA/Teen USA system - and the first former DC USA contestant/winner since 2004.
